I think that honest hearted people dedicated themselves to Jehovah and became his witnesses so they could do his will. Unfortunately the evil slave has held them prisoner and confused the truth so much they no longer know what to believe. The evil slave has held them captive and turned them into broken hearted, disillusioned, prisoners.
The only way for these people to properly see the truth is if Jehovah pours out his holy spirit on to each individual so they will not be deceived any longer. I think this is what verse 21 which you quoted above implies and also what the following verse promises:
Isaiah 61:1-3
1 The spirit of the Sovereign Lord Jehovah is upon me, for the reason that Jehovah has anointed me to tell good news to the meek ones. He has sent me to bind up the brokenhearted, to proclaim liberty to those taken captive and the wide opening [of the eyes] even to the prisoners; 2 to proclaim the year of goodwill on the part of Jehovah and the day of vengeance on the part of our God; to comfort all the mourning ones; 3 to assign to those mourning over Zion, to give them a headdress instead of ashes, the oil of exultation instead of mourning, the mantle of praise instead of the downhearted spirit; and they must be called big trees of righteousness, the planting of Jehovah, for [him] to be beautified.
The WTBTS would have us believe that we are already living in a spiritual paradise and are presently wearing the "mantle of praise".
It truly is good news that we are not!
Why?
It means that the true spiritual paradise is yet to come and promises to be something absolutely wonderful!
The evil slave however, have turned God's Kingdom into something less than desirable.
How do you think Jehovah feels about that?
Isaiah 32:12-14
12 Beat yourselves upon the breasts in lamentation over the desirable fields, over the fruit-bearing vine. 13 Upon the ground of my people merely thorns, spiny bushes come up, for they are upon all the houses of exultation, yes, the highly elated town. 14 For the dwelling tower itself has been forsaken, the very hubbub of the city has been abandoned; O´phel and the watchtower themselves have become bare fields, for time indefinite the exultation of zebras, the pasture of droves; 15 until upon us the spirit is poured out from on high, and the wilderness will have become an orchard, and the orchard itself is accounted as a real forest.
